block noise reduction

i am using tmpgenc to convert some film and want to reduce the blockiness in the film in the settings menu does the value need to up or down to sharpen the picture and how much difference does the value make i.e doe i need to change it dramatically change the effect

To reduce blockiness you can enable Soften Block Noise under settings> Quantize matrix. or increase the overall bitrate under settings>video>rate control mode _but_ keep in mind this last trick may make your vcd non compliant.
