Question about screen flickering...please help!!

I want to make a copy of a DVD. I ripped the Episode 1 using smartripper..i choose the demux the video and audio. The 2 files (m2v and ac3) were around 5 gigs. I used rempeg to get the 2 files down to 4.3 gigs. I used Spruce up to create a title set. I have not burned yet because when I play the title set in PowerDVD i get a constant "flickering" on the scenes. It does it every second. Kinda looks like the screen shifts every second. Any idea why this is happening and how I can fix it?? Thanks!!

guess a better way to describe it is the picture kinda of shifts or blinks every second
