    is it possible to convert a divx 3 video into a divx 4 video, and if so will i lose any of the quality and what program works best for that.

    also whats a good program for changing the demisions on movies, ive got a bunch of tv series and thier all different resolutions (352x240,352x232,384x288,352x181) i wanna make it so there all the same sizes

    VirtualDub would allow you to change both the resolution and the compression codec used. (i.e. DivX3 to DivX4)

    However, both of these changes would require re-encoding which would almost certainly result in quality loss.
