How do i convert a 12.5 or a 14.93 fps movie that has been downloaded, to a frame rate that when played back on my dvd player, will play without any judders. i.e. at a suitable frame rate like 25 or 29 fps.
I am using TMPGEnc, and have tried so many variations without succsess.

if you convert a 12.5fps movie to, say, PAL at 25fps, each frame will be played twice. So the resulting (S)VCD will look juddery. There is nothing (AFAIK) that you can do to fix this. If your source to target framerate is not a simple multiple of one to the other it will look even worse.
In my opinion the result of such conversions is so bad its not generally worth the effort. Sorry.
