    is there a way to change the fps of a mpg ? like I have a mpg2 that was encoded at 25fps but I need 29 fps.

    The only way to change the fps of an mpg is to transcode it. The easiest way to do this would be to use TMPGenc. If your making a compliant svcd than you can simply load the appropriate template. You'd really be better off converting to ntscfilm (23.976fps) instead of ntsc (29.97fps.) For svcds, theres really no reason to convert to 29.97fps unless that is the fps of your source. In all other cases 23.976fps will give better quality and cause less problems.

    Just quick question about FPS:
    In my newbie beginnings transforming an asf to mpg could a
    value of 0.166 in FPS be enough to throw off the video/audio sync?
    The asf (Now avi) has a fps of 23.810. The NTSC Film setting in TMPGEnc
    has 23.976

    I am almost bald (pulling my hair out) trying to figure out the sync
    problem. I am going to be trying some fixes late Sunday night but
    any input would be appreciated.

    P.S. Is there a formula for converting the amount of time you need
    to correct the gap? You need to enter the time in milliseconds but
    since I am not to "up" on math right now what would be the equivalent
    of 2 seconds in milliseconds? 2000 or 2000000 (milli=millionths Correct)?
