Yes it is possible. Unfortunately the only software I know that can achieve this is infamous I-Author.

If you're interested in the process go to http://www.labdv.com/en/examples/svcd_audio.htm#step6

  3. Actually, BBMPeg will mux 2 audio channels into an SVCD with no problem, and anything should burn it just fine.

TMPGEnc will also multiplex multiple audio channels (onto any MPEG, actually). However, I only have an Apex on which I used these multiple audio channels, and its incredibly forgiving.

I know this will confuse, but I'll share anyway:
I once multiplexed four separate stereo audio tracks onto an XSVCD and my Apex played all four channels, by pressing the AUDIO button on my remote four times in sequence. The SVCD specification only supports two such channels, however. WinDVD will only recognize the first two.

That's an easy one: Goto Mpeg-Tools, goto Multiplex and add all the streams you want to multiplex into one file (normally one MPEG (Audio+Video) and an MPEG (only Audio)-File). Then hit run and ... wait! It will take a while, especially with one physical drive.
