I am wondering if there is any way to take a small VOB file ripped and decoded from a DVD and burn it on to a CDR disc in this same file format and play it in a standalone DVD player. I think I have created the proper IFO files with IFOEdit and have tried burning all of these files in a directory called VIDEO_TS but it doesn't work. Is this even possible? If not, any suggestions on DVD-RW drives would be appreciated.

Sure, it's called a "mini-DVD", and you only get 15-20 minutes on a CD-R/RW, but it looks and sounds just like a DVD - if your player can show it. Only a minority of stand-alones support mini-DVD (so check the DVD Players compatibility list info, the link is on your left.

ive got the pioneer A03 and its top bo!*x burnt plent of backups so i dont have to lend the originals out ny more and dont have to chip my dvd player either
