Having problems encoding ogm files

I've tried using the program on this link:

I set the OGM file up following the links examples and each time I get the same error:

the graph could not change state.
the sample start time is after the sample end time.

Now I'm sure its some little tiny detail that I am missing, but I really am so new to all of this I dont see what I'm doing wrong. Any and all help would be greatly appreciated
