How do I cut VCD into chapters.

I'm ripping the DVD with SmartRipper v2.34 and I get a file where there is info about where the chapters begin (in frames). My question is if there is a program that can cut a movie after a list like the one in the file.

ex. A program where you load your movie, add points (in frames) where you want the movie to be cutted and press 'Cut'.

use adobe premiere , you ned a plugin so you can work with the mpg1 (vcd) format

Do I not need to ReEncode the movie then?
