    I have a SVCD movie file in PAL format. Is there a tool I can use to convert it to SVCD NTSC ? The conversion guide is talking about using a VCD disc but I have a file.

    Well, I guess I answer my own question for those who are interested. In tMPGEnc start new NTSC SVCD project, select PAL video file as source, set output file name and hit start... I guess it was way too easy.
