Ok, so say down in the quick-launch bar (next to the start
menu), I have an icon for say Internet Explorer. Click on
it, and get IE. Right click on it, and you get the option (under
Shortcut) to make a shortcut key. Along with the "Ctrl + Alt + "
I entered "I". So, if I hit, "CTRL + ALT + I", it should open IE.
It doesn't. What am I doing wrong?

The quick launch bar tends to be buggy. Create a short on your desktop instead then try creating a shortcut key. This should work for you.
