Now that you are looking at the post, I have a question that may have been answered a thousand times over. I'm currently looking to capture tv shows so i can view them when i am able to, not when they are aired. I've been looking at pci cards and it seems the Hauppause WinTv-PVC is what i want, but i would like so input before i get it. It will go into an 2100XP Athlon with 256 megs, soon to be 512, and an 80 gig IBM drive. The captures are from a digital cable box. The captures themselves dont need to be dvd quailty, but svcd would be nice.

A BT878 based capture card, like the Haupaugee WinTV would be good. You can then use it with iuVCR, VirtualVCR, or my favorite, ShowShifter.

You might consider the ATI All-in-Wonder Radeon card. It is a little expensive, but you could probably find an older one for cheap.
The new MMC 7.7 does a surprisingly good job capturing directly to SVCD format. ...I just need to find a good editor to cut out the commercials, now.
