I occasionally get AVI's that have very weird framerates - some as low as 12.5 FPS or 14.5 FPS. TMPGEnc won't let me convert them to MPEG's, saying that they're unsupported or cannot be opened. Any suggestions on how to convert them to MPEG? Any help is greatly appreciated.

The framerate does not effect the eror. TMPG will convert any framerate. You should check whether you have installed the proper codec and also check the priorities of the VFAPI plugins.
However, if you want to convert that low framerate sources to (S)VCD probably you will be dissappointed. -
Thanks for the help. However, I'm a bit confused as to what to do. I know how to change the VFAPI plugin priority, but which ones should I change? What other codec do I need? It works fine for VCDs with supported framerates.
