If i am creating a standard SVCD, can make the video bitrate whatever i want as long as it doesn't exceed the maximum (was the max for one cd 2520kB?)
And is there a standard bitrate for the sound too or can i change that too?

Yep, you can use anything up to 384 kbit/s for the audio
