Can't play mpeg file-wierd?

I have a file and can't play it.
when I go under properties it says mpg.

I used mpeg properties program and this is error I got:
"first byte does not indicate mpeg file found"",$(oo ff ff ff)

Then i tried vdub and got this error
mpeg import filterack syncrozation error

I think I have all the right codecs

Does anyone know how or if this can befixed?
