What is the best speed to burn svcds at, what is the best seed drive to get, would quality of the mpeg be dropped if i have a slower drive, thanks.

Recommended burning speed is mostly 4x as some standalone players cannot read (S)VCD's which are recorded faster. Newer players can read CD-R's which are recorded faster, like 8x. You should find out what your standalone can handle.
To the second point: tests have proven that there are less errors on a recorded CD-R when the recording speed increases, although I have never seen a difference between 2x or 8x speed recording.

Naturally the quality of the writer is also important, burning at high speeds on old writers cannot produce a good signal response, so you need to reduce the speed to compensate.
I have burn at 40X and don't see any difference if I burned at my regular speed of 16X
Its not possible to say they will be fine at 16X if your writer is not as good or as bad as someone else's. You are the only one who can see if there is a difference. -
Hi,
I get best results when I burn at no more than (say) 75% of the rated speed of the media; and sometimes a lower speed that the rated speed of the burner.
