converting 15fps divx to vcd

ok heres the delima, (sorry i didnt list all of this last time.) i have a movie thats divx and its 15fps i have divx 5 installed. I want to convert this movie to a VCD so i can watch it on my DVD player yes my dvd player supports VCD,CD-R etc. ive used it many times but this file is stumping me. is there anything i can do? i need to convert it no matter how long it will take so i can watch it on the dvd player...if you need more info please tell me. thanks guys ur great!

I had a similar problem. I found my problem was with my plugins in TMPGEnc.
Go to Options-->Environmental Settings-->VFAPI Plug-ins.
Make sure a Directshow Multimedia File Reader is there and has the highest priority (right-click on it and hit "Higher Priority.") I then just use the wizard and call it NTSC film.
