  1. Will I get any quality improvement if I convert MPEG movie file in PAL VCD format to NTSC SVCD or XSVCD with higher bitrate (current average bitrate is 1140kbps, and since movie length is only 40 min I thought I can increase bitrate to fit the SVCD or use variable bitrate)
    My DVD player supports PAL and NTSC VCD as well as SVCD and XVCD, my TV is regular NTSC.
    Also, should I try to increase resolution to 720x480?
    Just trying to make a decision - burn it as is to PAL VCD or convert it to SVCD and burn then.

  2. Garbage in = Garbage out.

    You cannot improve quality over the source material so unless you have the original (uncompressed?) avi to encode from it probably isn't worth doing. You can remove or reduce the effects of certain problems with careful use of filters but unless you really MUST change the resolution or format to achieve playback on your chosen playback device re-encoding is generally a waste of time.

    The only reason to do this would be if your player will not accept PAL SVCD. Any conversion will slightly degrade the quality. In this particular instance, the worst effect will be the introduced jerkiness because of the differing framerates. If you must do it (I wouldn't) then I would go for PAL to NTSC(film) because the framerate difference is much less.
