I downloaded the scvd plugin and installed it but I don't know how to use it, I can't see the plugin in the plugin folder, what's wrong?
I was expecting a new menu in Nero in wich I could convert and burn mpeg4 files or dvds' to vcd or something!
Please help me!

1st thing, the SVCD plugin for nero stinks. You will be better served getting TMPGenc (can find a copy in the tools section - you'll be able to reset the 30 day expiration - just do a search for tmpgenc and you'll find it) or one other the other encoder's out there.
I, too acquired the SVCD plugin thinking that it would work well (thanks again to the person in the UK that got it for me), however, it didn't.
To answer your question though, when you open nero, turn off/shut down the wizard. on the left hand side of the application you'll see pictures of CD's, there should be one there for SVCD, click new (or change what you want on the making of the CD like menus), and then drop your file(s) and burn it. If nero tells you that it isn't compliant, you can either turn it off and burn anyway or have nero reencode it using the SVCD plugin. If you decide to just let it burn, it may or may not work on your stand alone DVD player (the SVCD plugin reincodes it to be SVCD compliant which is 480 x 480, 25xx bits, 224audio (NTSC).
just to say it again, you more than likely will NOT like the results of nero's SVCD plugin and should go with something like TMPgenc(or whatever its called). To tell for sure, get a CDRW and burn about 1-2 minutes of film(reincoding takes a long time). That will quickly let you know if the SVCD plugin is good enough for your needs. -

I think I have the same problem. I ripped a movie with dvdx1.6 to vcd-format (mpeg1) and svcd-format (mpeg2). The results are 2 mpeg-files for vcd and 3 mpeg-files for svcd.
Than I tried to burn the files with Nero 5.5.8.2 included the svcd plugin. So far so good. No comment of Nero.
When the burn-proces is done, I go to my pioneer home cinema system, I load the vcd or svcd and nothing happens. No sound, no movie, nothing at all. The display says that a cd is inserted in stead of a vcd.
Friends of mine ripped and burned a movie with Dvdeo or Moviejack. In both cases my pioneer works well. But both programs don't work on my system. -
As Macleod pointed out, it's just a dragon-drop deal. There's no special 'easter-egg' that the plug-in provides. When you get that message 'your [mpeg] file is non-compliant', choose to have Nero encode it. It will encode it into an SVCD (providing the Mpeg is 480xwhatever, is Layer II, etc) since you installed the plug-in. I've been doing some tests on a CD-RW (short ones like 1-2 min. as others have advised) to try to get the best picture/sound possible, then erasing the CD-RW and trying again with different settings, etc.

are you using the same brand of CD as your friends? Are you burning at the same speed (may want to try a lower burn speed - I personally haven't encountered problems with burning at 12x, but I have heard some players have problems with hig speed burns).
This is probably the answer: what is the bit rate that you are doing all this at? is is 2510 or 2520 (can't remember exactly)? Sometimes nero won't complain (especially if you turn off standard compliane notification), but it will be a problem.
Get a CD-RW and lower the bit rate to this (or even a little lower for testing purposes) and try to reburn it.
I have been doing this for months (actually years) and last night I got the EXACT specs that I have been looking for. It is a long, tiring, and pain in the rear process, but you eventually get there.
