Ok, firstly you have to have a modded PSX to play CDRs. PS's are also picky about the media, so make sure that your PS plays the CDRs that you are using (I use Verbatim Data Life Plus for my PS and they work perfectly). Lastly, are you 100% sure that your VCD is 100% VCD compliant?

You don't have to have a modded psx to play vcds, if by modded you mean have a modchip installed. Perhaps this is the case with the internal vcd card, I don't know, but with the hardware adapter it also functions as a game enhancer. You simply use any original psx game as a boot disk.
I agree with d4n13l, its probably your media, the psx is very picky. With mine I found that even with media which worked ok for games I would still get bad skipping if I used it for vcds. -
I have a mod chip installed and my psx reads cd-r. But the cd with movies I was talking about is not a VCD
it has different structrure of files and folders. It olso have some kind of system so it looks like it is posible to write a new one so the psx could read movies. This CD is pretty good, there are four movies and an intro at the beginning, movies are fullscreen and in good quality with sound (good quality too). Only problem is that 5 mins of the movie equals 200MB disk space and it is impossible to copy under windows becouse it says that there is no such file.
I would like to know how or where can I learn how to write that kind of system for psx.
