    what is the best quality/price capping card that as a tv tuner, mpeg1-2 encoder and sound processing on it (sound is extracted form the tv tuner and not from another sound card inputed in the capping card)?

    hauppauge wintv go pci. NEVER EVER! Capture directly to MPEG1/2, never!

    they are very cheap and HIGH QUALITY if u use these settings:

    YV12/YU12
    320*240/352*288
    30fps
    cd quality audio pcm
    no recompression

    u will get near dvd quality or better.
