    I Have been creating VCD's for the last few months using Smartripper and DVDx, I have never been completely happy with the picture quality as it often appears very grainy and jutters. Is there other applications I could use that would give me a better quality VCD.

    DVD2AVI + TMPGEnc

    FlaskMPEG + Panasonic

    Both methods (or derivatives of) will give excellent results for standard VCDs (from a DVD rip).

    Have a look at the guides here or at doom9's site.
