Is their a prog for encoding AC3 Audio?

I wanna make a SVCD with an AC3 channel

Yes there is - to be found at http://www.labdv.com/en/examples/svcd_audio.htm

But, your hard work may be in vain, as only a few standalone DVD players will play SVCD with 5.1 digital audio.
