I recently used DVD2SVD to make a MPEG file, then used TSCV to add chapters and make a bin/cue files. When I burned the bin/cue with CDR my stand alone player read the disc as a VCD (and won't play it).
Anyone know a program or way to tell what format (mpeg1 vs. mpeg2), resoltution, bitrate, etc. etc. for a file is? I want to find out where the problem is occuring.

Look in the "Tools" section of this website. You will find a program called MPEGProperties - it'll give you all the info (and more) you requested.
Or use this link http://www.medialab.se/mpgp_100.zip
