Is there a good authoring program that supports motion menus and files of type m2v and ac3. Thanks in advance

I use DVDit! LE 2.5. It appears to allow you to drag mpg's, m2v's, and/or wav's to the menus. It definitely allows m2v's as movies. It recognizes chapter points in the movies, but doesn't create new ones for you.
The only thing it doesn't handle is AC3's. It insists on either MPEG-1/2 layer II (mp2) or PCM (wav) for audio, and transcodes the former to 48kHz PCM stereo which takes up valuable space on the disk.
I think the SE or PE versions might do ac3, but they are something like US $500 and $1000 respectively, so I'll stick with LE (which I got free with my DVD-RW drive plus a 19-hour download to upgrade 2.4 to 2.5).

DVD Workshop does motion menus/motion buttons. No AC3, but an update is coming in July sometime to allow it. Not sure about m2v files.
