Does FF mess up VCD?

Hi. I've been trying to convert a SVCD to a VCD. (I've seen the other
posts regarding this, but this is a different question).

I can't tell if when I fast forward or rewind the VCD, if it messes up the
playback. Sometimes the playback pauses for a few seconds
intermittently. I can't tell, though, if it's because I FF and RW it, or
if I'm just using the wrong cd to burn it.

Anyone else have this problem?

It can't harm the vcd physically.
