Is there any tool that can automatically edit VOB navigation packs? Specifically the P-UOps.
The only Hex editor I have found that can handle large sized files is HIEW, but Hiew doesn't support search/replace.
That means I would have to manually search for and edit some 1000+ entries in the various vob files.

Try IFOEdit. Load up the .IFOs and then hit "REMOVE P-UOPS" to remove the prohibited user operations. This is the only place where PUOPs reside.

WRONG!
The Navigation packs inside the Video Object files (VOBs) can contain PUOPs.
Try the US version of "The Fast and the Furious" DVD.
It has PUOPs in the VOB files themselves
