I downloaded from a vcd newsgroup mostly rar files when I open them it seems all are bin and cue files. every rar has the same files
How do I put them together burn and watch them?

well, it seems that you've gotten as far as uncompressing the rar files to get your bin and cue files. next step:http://www.vcdhelp.com/author.htm

i use winrar to unrar them, and then use nero to burn the .cue files. very easy.....

just burn the cue files none others?

the cue file is an index file for the burning software. it will tell the burning software things like where the .bin (ISO) is located and such. just open it in nero, cdrwin etc and it will ask for a cue file anyway. that's it....
