I have had pretty good success with the ATI TV Wonder card (not the VE or USB version). It is about $50 at best buy/circuit city. The only problem that I see is that it only captures 240 of the 480 lines of an NTSC system.
I did download a program "IUVCR" that does allow you to capture at 480x480 for SVCD burning (and any other resolution for that matter). My "success" with this card may not be the norm as I have heard a lot of people upset with the support, driver installation, etc. Actually I have heard a lot of people complain about all different types of cards. The ATI drivers that came with my card are pretty good (again can't capture 240 lines needed for your TV) and I am in one of those "almost perfect" arenas when I use TMPGenc to convert my AVI (using huffy codec) and matching up against the original source. I cannot get virtual dub to work on my machine, but that may be just me.
Hope this helps
