Hi, I'm new to the forums (not the site), but I wouldn't consider myself a newbie. Anyway, here's the deal. I have the 3 disc Spider-Man SVCD, which I am converting to NTSC (Film) from PAL, cause PAL gets all squished on my DVD player (I think it's my TV actually) - anyway, what I wanna do is (after converting to NTSC, I already know how to do this) add black bars to the top and bottom because of the aspect ratio changes in the film, it annoys the hell out of me. I do not want to squish the picture at all, so I know I'll be cutting off a little bit from the top and the bottom of what I'll be viewing, but that's find by me, I've watched the movie and know I won't be missing anything important. So, is there a way to make this film into a letterbox or widescreen version, from the 4:3 (for the most part) that it is already in? I usually use TMPGenc, but I also have Adobe Premiere, if someone can help me out I'd be very appreciative.
And in case I'm confusing anyone with my senseless babble, I basically want to go from this:
To this:
Or however close I can get to that.

TMPG > advanced tab > clip frame. There you can crop the frame and add borders.

Thanks a bunch. I've used clip frame but totally missed add borders - thanks again.
