i have avi. film using virtual dub to rip audio but when i load avi into virtual dub it says improper vbr audio encoding in source avi will rewrite audio header with cbr valuesand may produce 17242ms of skew ,if not exceptable decompress entire audio to a wav file and recompress with a constant bitrate encoder(bitrate 138.3 15.7kbps)
i rip audio with virtual dub decompress it etc then use tmpeg to make my vcd then audio sync goes,i dont know how to do this recompress with a constant bitrate of 138.3 15.7kbps plz help have wasted alot of blank discs

What its telling you is, if you wanted to make a new AVI, then you would need to recompress with a constant bitrate, but since you are not interested in this, you only need to save the WAV file uncompressed, then it will be just fine for use in TMPGEnc.
If you save out the WAV without changing anything, it will be no use... So....
In Vdub, select Audio > Full processing mode
Now select Audio > conversion
Change the sample rate to 44.100Hz, leave the rest alone.
Now click File > Save WAV
The will now save out a large uncompressed WAV file, ready for TMPGEnc.
