Cutting files in Premiere

Is there any way I can open an mpeg in Premiere, cut out a section & then save it again?

yes but then you would have to reencode the video. it is better to use a simple cutter like tmpgenc tools

When I tried to use TMPG I got an error saying "Illegal floating decimal point calculation order" & then a read error. I get an invalid file error when I try to open in VirtualDub.
