For starters, Yes, I have checked the how-to guides on auido sync problems.
I used TMPGenc to encode a DivX file into SVCD format. So I now have a mpeg. However after about 30 minutes the video has small skip and the screen goes white, this causes the video to be about a quarter of a second behind the audio. I am wondering if ther is any way to get rid of this.

Did you try to see if the Divx needed to be fixed first? http://www.divx-digest.com/software/divfix.html
