i've just started tvripping and i need to know the best prog out there for converting to dvixm Svcd or anything else.

for just straight MPEG-2 encoding I would say CCE. it is not shareware but works the best. # of passes can be set to whatever so quality is very nice. for an all inclusive tool maybe try DVD2SVCD (doesn't include CCE), it combines tools in the background and does a lot of the work for you.
