i need to know how to convert a pic file(jpeg etc.)to a
movie file frame by frame (animation)...in other words from picture to motion (animation)......

Good morning,
There are quite a few ways you can accomplish this, but you need the right software. I'm assuming you are using something like Photoshop to create the frames ... remembering that there are 29.97 frames per second with NTSC.
So, lets say you have a couple dozen stills that you want to animate - you need an editing program. Lets stay with Adobe and suggest Premiere. If you open Adobe Premiere, you can import the graphics ... then its just a matter of making them each one frame (or a couple frames, if you don't mind it being choppy). Line each frame up next to the other, then preview it. The result should impress you.
This is the same sort of technique they call "rotoscoping" ... like in the movie "Pleasantville" where most of the scene is black and white and only one or two objects are in color. But rotoscoping ... that's another story
