Tmpgec is not working!

I have some svcd that i want to convert back to vcd. I do not want to use the vcd header trick as that does not work on my player. Now I found the mpeg2 plug in for tmpgec. But it is not working. I noticed in the environmental settings and noticed that the plug in that reads .m2v files is not loaded correctly. And the plug in that i have is not working. I had one successful rencode from svcd to vcd or mpeg2 to mpeg1. And it worked great. But now it won't work. What is wrong with this program.

Also the dvd2avi trick is not working I get a .d2v file that tmpgenc cannot read even with the plug in priority set high. And I don't even get the mpa file.
