Is there a program to open a file with a .vcd extension?

I have a user trying to open an attached file they received via email. It has a .vcd extension. Is this in anyway related to VCD video file? I cannot find a conversion program of any sort, or a program to open/view this file for him. Help.

This has nothing to do with a "VCD".
DO NOT open ANY file from the email unless you know what it is, who it's from, and you have run a virus scan. I'd still be leary of it, as I've never heard of nor seen a *.vcd file.

The file has been scanned with the latest DAT from McAfee..... no virus.

I think the user was expecting a presentation or proposal from a vendor.

Did a quick google search...for vcd files.....One said its a appended html file that can be opened with browser...another said that its a file generated by technical programs (varible change dump) that shows the changes that happen during a test...
Either way ...if I am sending a file to a person , I usally ask what type of format he wants (translated into "can open")...other wise the data is just useless to them.

changed the extension to .html
opened the file which was nothing more than 'gar-bull-lee-gook'

One line that was legible read:

IMSI Visual CADD Drawing V 4.0.0

Found a free viewer on the net for it

How dare a CAD company use VCD as a file extension!
