My DVD player can play raw MPEG files, and I was wondering if there was a simple way to add tracks (like VCDeasy does with VCD) to the MPEG before burning it as a data file to DVD-R? Can this be done during encoding with TMPGEnc?

I think you'll find that's not possible with a raw file, as it only has 2 streams - audio & video. You'd have to use some form of authoring software, add the tracks and encapsulate into a recognised format that supports multiple tracks.
Most DVD authoring packages let you have several audio tracks, but to run several video tracks (multi-angle) you start getting into serious production software. Sonic DVD-Producer & Pinnacle Impression DVD-Pro will both do it if I remember correctly.
