I create AVI video segments with VirtualDub, Using Tmpgenc I then convert the AVi video to Mpeg, I then use Tmpgenc's Mpeg Tools "Merge/Cut".
The problem is that After I merge the segmented files together I get a high pitch beep(chirp?) at every join(merge) point of the newly formed Mpeg.
Ive tired Tmpgenc version 2.51 through 2.54a and all do this. I was wondering if anyone else gets these beep sounds at every merge point of the newly combined Mpeg. Is this normal with Tmpgenc?
Is there a better merge video file progam? should I merge the AVI first, then convert to Mpeg?

I think merging avis first would be sensible. In any case, its a simpler process. One thing worth remembering when splitting avis - always cut at key frames using the *move to next keyframe* tool in VDub.

If you know how to use Premiere, just shove all the clips on the timeline, then export the whole project using an MPEG1 encoder plugin. BBmpeg is free, Panasonic is better but not free (but if you sniff hard enough there are copies floating around).
If you don't know how to use Premiere, and you do a lot of video work, it might be a good time to learn - it's one hell of a tool.

Do you need to merge them ?, most authoring software allows you to drop more than 1 mpeg into the list to make a VCD, the player will play past it, apart from a little jump.
TMPGENce is not a mpeg "frame" editor, and will give problems if the AVI has a a brake at keyframes.
The chirp is audio added to make up for the loss of it, and the key frame join. It is better to join in AVI then convert later.
As already said Premiere can edit mpeg frames
