If I were to follow the steps outlined below, will the generated VCD run on a PAL television using a PAL DVD/VCD player:
Step1) Encode AVI to MPEG-2 NTSC format using TMPGEnc.
Step2) Multiplex the MPEG-2 NTSC file using TMPGEnc.
Step3) Burn the multiplexed MPEG-2 NTSC into a PAL VCD using Nero (by turning of standard compliance).

most DVD players that play VCDs will play PAL or NTSC ones. by telling nero you have a pal stream, or whatever, it can't actually change the video file, so you'll still be playing back an NTSC video.
(on another note.. I have a PAL TV that doesn't accept an NTSC signal, but I can play back PAL and NTSC dvd's and vcd's thru my DVD player because it has a built in converter)
