    I am using vcd cutter but after marking the in and out points for the cut, the button for making the clip is grayed out ! Its either the F7 key or the button the get the clip but nothing..it is a licensed version so there is no time limits.

    Press F7 and after that press F8, or click on "add to clip list" and then
    "make clips". It that does not work, you are probably trying to cut an MPEG-2 file, which VCDcutter can't do.
