I currently using an ATI AIW 16. Would I benefit, as far as capture quality, by upgrading to a newer card?

no. i have a 4mb s3 virge/dx card, together with a duron/700@900, 128mb ram, a ibm dtla-307030 running at 7200 rpm and can capture at a resolution of 720x576/yuf2/huffyuv codec (best yuv2 setting) without any problems.
you see, the display card doesn`t really matter (at least not for capturing, video editing etc.).
