Encode all your DVD's in CBR. I have not seen that mentioned before. You have to make a custom template where audio bitrate is the same and video bitrate is the same or greater. It will not work if you encode in VBR. This gave me a major headache before I could figure this out. Same goes for SpruceUP. It thinks that VBR is invalid. Funny because Tsunami's DVD template comes as CQ - constant quality, which is essentially VBR.

It works for VBR. I never encode my video with CBR. And I just make a template with VBR rate = 9800 and it never re-encode my video.

Hm, I tried them ALL and until I started doing CBR, the software insisted on reincoding.

I always use VBR for DVDs (TMPGEnc) and DVDWS does not rerender if the video =< video data rate in the template and the audio bitrate matches the template. Does your audio bit rate match the template?

When you set your own template, there's an option of CBR and VBR. Did you set that to VBR?
I guess not. That's why he insist on re-encoding for you even though the bitrate of your template >= the bitrate of your video. -
Well.....I really don't know why....
I just tried it again 10 minutes ago. Just very simple steps by create my own template, set the VBR, set the bitrate to higher than my video, and it didn't re-encode my video.
According to what you said, if you use CBR, then it won't re-encode your video. In that case, according to the following guide, I think your video dimension (guide No.3) is also OK.
The only difference is that I am using the video from cce-sp, not tmpgenc. Other than that, I really can't think of any difference.

2. If the bit rate of the original mpeg2 is higher than project setting, it will
convert it.
3. If the video dimension of the original mpeg2 is different from the
project setting, it will convert it.
4. If the audiosettings is different from the project setting, it will convert.
5. If a mpeg2 file is ok for above cases, but it is trimmed, the program
will do DTR. This means it will render only changes made to create the
shortened clip
