picture problems after burning vcd

need help ripped dvd encoded it and burnt it onto 2 cds when playing the picture and sound are perfect except as soon as there is movment small horizontal lines appear around the moving object.
i used smartripper to rip.
dvd2avi to encode first
then tmpgenc next
then ifilm to cut the mpeg before using nero to burn

any help would be great

did you try to select "deinterlacing" in TMPGEnc?

i didnt but i noticed that further up from the filter list it said that it was non-interlased (progressive).
do you know what that means

If you are referring to the source input:

this is a selectable field, you have to define what the source is. Just try your source as interlaced, and select the de-interlace filter.
Now encode for 5 mins and check if you mpeg file looks okay.
