i have a video and i want to turn it to vcd so i can play it on my DVD player. The only problem is that the video's resolution does not match vcd requirements.
The video file is 704x336. If i resize it to 352x240, it leaves the video stretched and it looks like crap. I need to know how to add title bars w/ adobe premiere or any other program, so it doesn't look all stretched out and looking like crap.

Try using the TMPGEnc to convert your vcd, and in the settings, advanced tab, change the VIDEO ARRANGE METHOD to FULL SCREEN(Keep Aspect ratio)
