    How much will I lose capturing to DV format from svhs/vhs. The card I will be using is a Pinnacle DV500. Once I have it in DV format I plan on using tmpeg to encode to svcd.

    It is impossible to say. Depends on the source (stability, quality) and your dv-camera.
