I am attempting to make an SVCD. I used AVI_IO to capture at 29.97 480x480 for a 1 minute clip. I then used Vdub to inverse telecine (so it is now 24fps) and the temporal smoother filter. I save the file using Huff codec.

Then I use TMPGEnc to encode(with the NTSC SVCD Film template). I used CBR and 2000kb/s bitrate. In the advanced tab, I used:

    Video-source type: Non-interlace
    Field Order: Bottom First
Source Aspect ratio: 4:3 525 line (NTSC)
Video arrange method:Full Screen (keep aspect ratio)

I use VCDImagerGUI to make .bin and then burn with Nero. When I play the >> and << work, but the Goto does not (APEX AD600A), there is a slight audio sync problem, and the video is tall and skinny (ie, aspect ratio is not correct). I think my problem with aspect ratio is the Source Aspect Ratio (maybe I should set it to 1:1 ??) or the Video arrange Method? I don't know how to fix the Goto or lip sync problem. Is Source Range the way to correct this in TMPGEnc? The sync is just enough to bother you, it is so slight, it has hard to tell if it leads or lags, you can just tell that it is not right. Thanks for any suggestions.

I guess I will answer my own question (in case anyone else has these problems). Source aspect ratio seemed to have no effect (what is this for?), for Video Arrange Method I could use center or Full Screen, but anything with "keep aspect ratio" would not work (made the video tall and skinny on the television). Also, a setting of +34ms (in Advanced -> Source Range) in TMPGEnc seemed to take care of the lip sync. I think splitting and then remuxing would help because in source range, I could see the audio lagging the video if I displayed the audio. I could see the mouths open while there was still silence in the audio track. But if it stays constant, I think it is easier to just leave the 34ms in Source Range.
