No, I dont think you can.
But with Adobe Premiere you can pan and zoom. Why do you want to do that anyway? Either you destroy the aspect ratio or zoom in so a part of the picture is lost "outside" the tv-monitor. An option can be to make a NTSC VCD instead of PAL since the problem probebly is that there is a diffrent resolution (NTSC) of your sorce then PAL(PAL has higher vertical resulution then NTSC).

There are many settings you can adjust to alter this. But bear in mind, VCD is 352x240(288), so it is not likely to fit exactly to your TV set.

First off, try Settings>>Advanced>>Video arrange method, and try changing from Full-screen (keep aspect ratio) to Center or No margin (both keep aspect ratio). These might cut off more than you want, so then try Full screen again, but using the clip-frame filter to clip off all the black borders. Something will do what you want - it's just a question of experimenting to find out what! 8) Use the source-range feature and you can do dozens of short test clips to speed up the process of finding out what works for you.

The VCD will encode and play on a 4:3 television with no bars if:

    1. The source is 4:3 DAR (display aspect ratio) with no borders.

    2. You encode in TMPGEnc with source and video aspect ratio both at 4:3.

    3. You play the encoded VCD on a 4:3 television.

If the DAR flag is set properly, 352x240(288) will properly fill the screen on the TV and will also play properly fill the monitor on a PC if software is used that recognizes DAR flags (ie. not WMP).

The source ISN'T 4:3 DAR! It's an avi, and if the avi is encoded correctly, the correct source setting is 1:1.
