What is the best thing to upgrade when encoding SVCDwith TmpegEnc?
Processor or Video-card?

Changing Vid Card will affect nothing but quality of original capture, no effect on encoding speed. Upgrade processor.

Buy as much processor as you can afford! The Vid card is a minor player.

but if you already have a fast processor, say, an XP 1600, you wont
really notice ANY speed increase if you upgrade chip to a 1700+ or an
1800+
I say this based on my experience w/ the upgrade(s) I've made in the
last 3 months or so. Example:
MSI mb w/ Athlon 900 T-Brd, to a
same MSI mb but w/ AMD 1700+ (1.457GHz [1100Mhz])
my speed savings were less than 1 minute per short encode project I
used in timing test
Another upgrade:
NEW MB/CPU combo:
ESC-K7S5A mb w/ AMD 1800+ (1.5GHz [1150Mhz])
MSI:

I'm VERY disapointed in both my PC upgrades, but I had no choice
on the MSI, cause the T-Brd burned up, after forgetting to re-plug the
CPU fan. No, it didn't actually burn up, it just stopped working. Don't
believe that nonsense about how AMD chips burn up. Asside from myself,
what moran would purposely unplug the CPU fan to test how AMD will
just burn up, vs. Intel shutting down system to prove Intel is the better
one?? Stupid, really ...just plain stupid!! But, the Intel will at least save
you CPU, he, he...

I'm also VERY disapointed in this PC upgrade. The speed increase I got
out of this NEW upgrade was only 1.5 minutes per short encode project
test scenarios vs. my 1700+
So, even if I jumped to a XP 2100, it really wouldn't be worth the extra
$300 or $500 bucks for another 1 or 2 minutes saving, would it???
Now, if I were to save an hour per upgrade, in increments of 1700+,
1800+, 1900+, etc., then THAT would be worth an upgrade!! But, it doesn't work
like that!!

Ok, in my experence. The way I gained some speed, it was in capturing.
I went from an ATI-Rage 128, PCI card to an ATI-Rage Fury Pro, AGP
card. In upgrading my video card to an AGP one, I was able to almost
no frame drops in my analog captures. But this figure will mostly be
determined per your system spec. Every system is different.
Will you gain any speed increase in encoding?? well, not with a new
graphics card.
If you current system is say, an MMX 200Mhz, than yes, you'll definately
see a difference in encoding speed!!
But, if you're upgrading you 1.2Ghz cpu to an XP 1700+ or more...
Forget about it. You'll hardly notice much, unles you convense yourself
of it., he, he...
Again, remember my 900Mhz T-Brd vs. my new XP 1700+ Almost NO
difference in encoding time.
On my old 900Mhz T-brd system, I was able to encode a one hour capture
of Voyager in 2:54min, and w/ my XP 1700+ it's a mear 2:48min... a mear
6 minutes, or w/ my XP 1800+, its 7minutes!! Is that what you want to
spend your next $450 on??? I'd wait till the 3Ghz chips come out, by that
time, AMD will prob. call it the "Q3 1A pro" chip, he, he....
I'd go w/ a CPU upgrade if you're upgrading from an MMX oldie.
