I use cable but there is a very sharp picture on it. But vhen I try to capture SVCD's it looks like there is alot of noise in the picture, why?

I have a pinnacle PCTV capture card
It is very hard to tell if the noise is comming from the capturing (cause the picture is all treatchy and all) or if it's comming after encoding. but my guess is that it comes from the encoding.

It is possible it could be interlacing artifacts. How does it look? Do you get it at lower resolution captures? 352x240, or for PAL I suppose 352x288. I can make pretty decent VCDs, but I always get noise in SVCDs so I am not sure.
